Security camera upgrade sought for Brown County Jail after attorney smuggled cell phone

BROWN COUNTY, Texas - For the second time in less than a month, the Brown County Sheriff has gone before county commissioners requesting jail upgrades.

Commissioners agreed unanimously on Monday to allow Sheriff Vance Hill to upgrade all 22 cameras inside the jail and add new ones in areas that aren't already covered including visitation, booking and attorney areas.

Hill said one of the reasons why he's proposing changes is because he banned an attorney for smuggling a cell phone inside the jail.

"Five or six months ago, I had to ban one of our local attorneys from coming to the county jail because they were bringing contraband into that area," Hill said. "So I'd like to be able to monitor that situation."

The additions would cost the jail $27,662, according to Hill. But, he said the technology company that installed the jail's inmate phone system would cover up to $25,000.

Hill said the company, NCIC, stated in its contract with the sheriff's office that it would cover any of the jail's "technology enhancement."

"The upgrade on the cameras is going to add some quality audio to the system," Hill said.

Brown County Judge Ray West said the county would pick up the remaining costs of installing the cameras, which is about $2,600.

"This county is so strapped for cash that when we could find free money, we need to take advantage of it," West said.
